The rental company is okay. A 125cc scooter costs €30/24 hours. I had a Yamaha XMAX 300 for €50/24 hours. The vehicle was fine. I drove it almost 500 km on rough Albanian mountain roads. Owner Fabi is always available by phone if you have any problems.

Best scooter rental in Shkodra!!! Easy and fast communication and very good scooters. We rented the scooter for eight days and drove 400km through Albania from Shkodra without any problems! They also provided two decent helmets. If you're going to rent a scooter, rent it here!
